Hwa Sung's age can be confusing because of how he acts and speaks. Yes, Chunyong is his hyung. In the earlier chapters, it is stated that Joo An is a year older than Hwa Sung, but they don't really act their ages, and in the raws, there are moments when Hwa Sung doesn't refer to Joo An as hyung either. Sorry if there was any confusion because of the translation ToT
